The State Commission Assessment Panel (SCAP) has given its approval for Starfish Development’s land sub-division application for Dock One. It forms the first phase of the ground-breaking project, comprising townhouses and apartments.
The decision marks an exciting and important milestone for Starfish, as the first developer to reach this key stage in the reinvigoration of Port Adelaide, the last underdeveloped waterfront dock area in Australia.
Starfish Managing Director Damon Nagel said, “Although the SCAP process has been lengthy, we are delighted with the outcome. It’s been an absolute pleasure to work with Renewal SA, who has been supportive at every step, including co-ordinating links with the community.”
“We’re really looking forward to getting started now on the built form, which will bring together contemporary design inspired by the local history and unique heritage of the Port,” he said.
With abundant open space and waterfront access, the masterplan will feature pedestrian walkways and green parks for residents and the local community to enjoy.
Damon said a recent trip to Venice inspired the decision to prioritise pedestrian access.
“In Venice there are no cars, you walk everywhere and so I thought how we could bring this vibe back to Port Adelaide,” he said.
“We’ve reduced the number of cars turning the main street down the centre of the development into a lineal park and communal garden. The garden will reach a much larger reserve that faces the waterfront.”
A strong sense of community led Starfish to rebuild the original Community Garden within the development. And a deep respect for the past has retained the former Marine and Harbours Building for residential and commercial use, along with the old Customs House which is being refurbished as the Sales Centre.
“We understand the importance of social networks and connections,“ said Damon. “Community will be at the heart and soul of Dock One. It will be a place to belong, to make new friends and neighbours, to get to know your local shops, bars and cafes.”
Damon said while he is encouraged about how well the development is being embraced by the local community, there is a surprising level of enquiry from people living outside of the area.
“Our estimate is that more than half of the residents in the precinct will be people who have not lived in the area before,” he said.
Remediation and early earthworks have already begun on site and are scheduled to be completed by the end of the year, with Starfish plan to release the townhouses and apartments onto the market early 2019.
Work on roads and other infrastructure is expected to commence early next year, before construction on the townhouses in the second quarter.
The new train link to Dock One will give quick and easy access to the city centre while the comprehensive road networks speedily reach local sandy beaches, the northern suburbs and beyond.
The opportunities are boundless for this historic precinct – with many private and government operators already seeing the potential and relocating, investing in new business, building developments, jobs and infrastructure.
“Port Adelaide has had a lot of stops and starts. But now the demand is right, the economy on the peninsula with the submarines and other activity — we think we’ve got the timing right,” said Damon.
